Why don't I have the Holy Spirit?

I read how saul was converted on the road to damascus, that was after he had killed and persecuted christian saints. Why was he allowed the Holy Spirit and yet even after having declared myself a christian and praying for forgiveness of sins etc I don't have it? How do I know I have it and will God just not give it to me because I don't deserve it?
