There were synagogues in virtually every major city throughout the Roman Empire. The Jewish population was not just confined to Judea. Whether for business, to get away from a volatile area, because they wanted a better climate, or just to move for the sake of moving the Jewish people were everywhere. To their families, the new area became home. This is alluded to in Acts when Jews from all over heard the apostles speaking in their "native" tongues.
