Christian denominations that encourage their followers not accept any kind of government aid?

I remember when I was living in Illinois one of my cousin's family friends would not accept any kind of government help because their church encouraged them not to do so because they preached that the government was run by the devil. She wasn't a JW. Does anyone know of the denomination? She was a single mother and struggled to pay the rent. She would not apply for public housing.
