How come Saint Paul got a special appearance of Jesus when he became a follower, but most don't?

Paul(his name was Saul at the time and later changed) was on the road to Damascus to have Christians killed when he received "special" treatment. Jesus appeared to him and then he believed. And yet today hell supposedly contains people who got no such special treatment. They just didn't believe, like Paul before his special treatment. So wouldn't that mean that God owes everyone in hell an apology for not appearing to them the way God appeared to Paul?
